In the most recent Express Entry draw, Canada continues to raise ITAs.
The Comprehensive Ranking System (CRS) cut-off was 516, and IRCC issued 2,750 invitations to apply (ITA). Express Entry is one of Canada’s most important immigration routes for skilled newcomers.
Because no program was specified for this draw, candidates from the Canadian Experience Class (CEC) and the Federal Skilled Worker Program (FSWP) were eligible.
Starting in December 2020, IRCC suspended all Express Entry draws for a period of 18 months. Only candidates eligible for permanent residence under the CEC or the Provincial Nominee Program (PNP) were invited to apply during this time period. CEC draws, however, were also halted in September 2021.
The draws were halted due to an overwhelming number of permanent residence applications received during the global COVID-19 pandemic. During this time, Canada’s border was closed, and travel regulations were frequently changed.
Since all-program draws resumed on July 6, this draw has seen the largest increase in ITAs, up by 500. Until today’s draw, the number of ITA recipients had increased by exactly 250 with each draw.
IRCC intends to make a significant change to Express Entry in 2023, giving it the authority to issue ITAs to individuals with specific work experience, education, or language ability groups that it believes will be well-positioned to support Canada’s economy and labour force. This means that CRS scores may become less important in future draws.
While speaking on stage at Collision, a technology conference in June, Immigration Minister Sean Fraser explained the rationale for this proposal, saying, “If we can project skills that will be needed over the next 20 to 30 years, we can bring people who can hit the ground running and make a significant economic impact.”
What exactly is Express Entry?
The Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program all use Express Entry as their application management system (FSTP). Candidates for the Provincial Nominee Program (PNP) in the Express Entry pool are already eligible for at least one of these programmes.
Express Entry ranks candidates’ profiles using a point-based system known as the Comprehensive Ranking System (CRS). Candidates with the highest scores are given an Invitation to Apply (ITA) and can then apply for permanent residency.
Following the application, an IRCC officer reviews the application and makes a decision. The officer will request biometrics and may schedule an interview or request additional documents. If all of this is approved, the candidate is now a Permanent Residence of Canada.
