Many newcomers to Canada start as temporary residents, often working in what Statistics Canada defines as "low-skilled" positions, like those in the accommodation, food services, and retail sectors. This trend has led to a higher proportion of low-skilled temporary foreign workers (TFWs) among new immigrants, affecting their earnings and economic integration.

Addressing Temporary Resident Levels

IRCC is taking significant steps to manage and reduce the number of temporary residents in Canada. In 2023, the number of temporary residents peaked at over 2 million, a level deemed unsustainable. To address this, IRCC has:

• Introduced temporary resident levels in the 2025-2027 Immigration Levels Plan.
